do you have to pay for a monthly service charge for the apple ipod touch?

No, not sure about the internet usage, but ask to be certain.

No, there is no monthly service charge for internet access.
However, it uses WLANs, so you have to use your own or a open network to get internet access, and that costs money.
But there is no monthly charge for the iPod Touch.
